Matt Yglesias shows that these sorts of cock-ups go hand in hand with a Hobbesian foreign policy that spurns international law and common standards of human rights.
Oh, and by the way, the explosives that were stolen from al QaQaa were sufficient to produce between 2584 and 8613 Oklahoma City bombings (in case you were curious).
